Position: Monitoring, Evaluation, Accountability & Learning Coordinator Workplace: East Program Hub (Hirna) Number of Positions: 1
Responsibilities:
- Programs development & planning: Coordinate the design of all programs, regardless of funding sources, including annual planning and budgeting. Provide support to AP’s MEAL Officers to ensure timely and quality delivery of MEAL functions according to the DME policy. Facilitate orientations and capacity building on strategic initiatives and tools.
- Monitoring and reporting: Coordinate monitoring and reporting activities for projects and programs, ensuring proper measurement of indicators. Support AP MEAL Officers in the identification and adaptation of appropriate tools and methodologies.
- Programs and Projects Evaluation: Coordinate evaluations for projects and programs within the CPO, liaising with the MEAL Department, Support Service Division, project managers, and APs. Involve stakeholders and communities in the evaluation process.
- Accountability: Support APs in implementing social and program accountability frameworks, including feedback mechanisms from beneficiary communities. Encourage other APs to adopt the same frameworks.
- Surveys and assessments: Collaborate with concerned units at NO and APs to coordinate surveys and assessments, following set standards and guidelines. Support AP MEAL officers in developing sampling frames and ensuring timely data collection.
- Networking and Collaboration with Partners: Support Cluster Program Office Manager in networking and collaborating with partners at the zonal and regional levels. Review critical findings from monitoring, evaluation, and survey reports for sharing and program development.




Requirements:
- Minimum 4 years of experience in MAEL
- Clear understanding of major donors’ perspectives, requirements, and standards
- Analytical and problem-solving abilities
- Proficiency in Excel management
- University degree, preferably M.Sc, in monitoring, reporting and evaluation or related fields
- Training and knowledge in gender equality, MAEL framework, and ODK or other MAE tools
- Excellent communication and interpersonal skills
- Experience in capacity building, training, and productive meetings
- Strong experience in monitoring and evaluation, proposal development, budget preparation, and report writing
- Good knowledge of oral and written English language
- Fluency in English is required, and working knowledge of Afan Oromo is welcomed
Travel and Work Environment:
- Semi-regular travel locally and internationally
- Flexibility in accommodation and dietary arrangements
- Ability to participate in on-location production or live events
Language Requirements:
- Fluency in English
- Working knowledge of Afan Oromo (speaking and writing) is welcome
